The Putnam County Board of Commissioners met in regular session on November 20, 2006 at 6:00 p.m. The pledge to the flag was given. Commissioner Kristina Warren was absent from the meeting.
Highway Superintendent Dave Sutherlin showed pictures of property at 900 South regarding a driveway and ditching.
BRIDGE 159
Steve Luther from Beam, Longest and Neff submitted plans for Bridge 159. He has not heard from INDOT yet.
BRIDGE 10
Steve Luther from Beam, Longest and Neff said that the survey field has been completed for Bridge 10.
Steve Luther from Beam, Longest and Neff said they have not started on Bridge 146 yet.
Steve Luther from Beam, Longest and Neff said they will be submitting for hydraulics soon.
PLANNING
Planning Director Kim Hyten explained about the 16 acres out on Highway 240 near the County Home. They must approach INDOT regarding the entrance. Kim Hyten said he would take the 16 acres to the next West Central meeting on November 29th. Commissioner O’Hair asked County Attorney Scott Hoff to get the agreement ready for the next meeting.
Commissioner Beck made the motion to have County Surveyor David Penturf survey the 16 +/- acres. Commissioner O’Hair seconded. The motion carried.
WRIGHT SUBDIVISION
A replat for Wright Subdivision Section 11, Township 14 N, Range 5 W, being Madison Township. The request was to divide 22.96 +/- acres into three residential lots. Commissioner Beck made the motion to approve. Commissioner O’Hair seconded. The motion carried.
ALBERS SUBDIVISION
A replat for Albers Subdivision Section 19, Township 19, Township 16 W, being Franklin Township. The request was to divide 19 +/- acres into two residential lots. Commissioner Beck made the motion to approve. Commissioner O’Hair seconded. The motion carried.
PUTNAM COUNTY ORDINANCE 1998-6-1
This ordinance was brought up in a prior meeting due to holes being dug in county roads by Schneider Engineering for Vectren Gas in the past few months. The ordinance prevents private surveyors from lacing holes in County roads without filling and sealing said holes. Highway Superintendent Dave Sutherlin said he has faxed the ordinance to all of the utility companies. Commissioner O’Hair asked Mr. Sutherlin to check out the ordinance that Hendricks County uses.
EOC TRAINING CENTER LETTER
EMA Director Kim Hyten presented a letter asking Senator Connie Lawson for her official support for the proposed change in Indiana Code 6-6-6.6-3 section 3(b).
Commissioner O’Hair feels that county land is first and anything else is second. If something was to happen it would be needed for many townships not just Russell Township. The Commissioners did not support host fees last year. Mr. O’Hair asked Council Member Larry Parker to relay the information at their next Council meeting. Commissioner O’Hair made the motion to support the letter to Senator Lawson. Commissioner Beck seconded. The motion carried.
Kim Hyten explained that this money would not take county money that has already been generated, they would be using tipping fees.
ADVISORY BOARD APPOINTMENT
Community Corrections Director Jamie France explained that Larry Squires had resigned froM the Mental Health Board. They are recommending Dr. Bill Nunn from the Hamilton Center to fill the position. Dr. Nunn is interested in serving and understands the responsibilities. Commissioner Beck made the motion to appoint Dr. Bill Nunn to the Mental Health Board. Commissioner O’Hair seconded. The motion carried.
ROCKIES EXPRESS PIPELINE
Brian Schutt and Allen Fore from Rockies Express Pipeline wanted to explain in a public meeting and be available for any questions they may have about this project. The pipeline is 1,600 miles and to be done in three phases. It will provide natural gas to approximately 4.1 million homes.
ANIMAL CONTROL ORDINANCE
Joanne Cole from Putnam County Humane Society presented the amended revised animal control ordinance and is asking for consideration for passage. Commissioner Beck made the motion for the ordinance to be advertised for the December 18th meeting. Commissioner O’Hair seconded. The motion carried.
CONTRACT APPROVAL
911 Director Dave Costin said the State is holding back on two wireless carriers for the entire state until Mr. Costin is able to cut with his new box. He is asking for formal approval to lease $30,000. The amount needed is budgeted and the State will cover $4,700 of this expense. Commissioners Beck and O’Hair gave verbal approval.
911 CHRISTMAS PARTY
911 Director Dave Costin is asking for permission to hold their Christmas Party at the Courthouse on December 16th. Commissioner Beck made the motion to approve. Commissioner O’Hair seconded. The motion carried.
SHERIFF VEHICLES
Commissioner Beck made the motion for Commissioner O’Hair to sign a lease for new Sheriff vehicles without coming back to a meeting. Commissioner O’Hair seconded. The motion carried.
Bill Dory named the members of the board. Commissioner Warren will sit on the Redevelopment Commission board for the Commissioners in place of Don Walton. Larry Parker will sit on the board for the County Council. There is also John Zeiner, Noble Fry and Dave Masten.
FILLMORE ROAD
Bill Dory updated the Commissioners on the project by the Sgt. Cunningham site. They are widening Fillmore Road then extending the road to the west. They are currently working with a local contractor to minimize any road closings for the safety of the construction crews. The road will be opened to emergency vehicles. Commissioner Beck said they need to keep in contact with 911 to let them know when the roads are opened or closed. Commissioner O’Hair believes this project could be done without the detour.
EXTENSION
Lauralee Baugh updated the Commissioners on the new 4-H license plates and explained that the license branch will have them on hand. The project clubs have already started for the next year.
HERITAGE LAKE
Harold Paetow said that the topic of wheel tax came up at Meet the Candidates Night at Heritage Lake and had some more questions. He asked if there was a wheel tax on trucks in Putnam County. Commissioner Beck said that all vehicles have wheel tax. Trucks are not counted in regards to the distribution of gasoline.

PAYROLL
Commissioner O’Hair made the motion to approve November 17, 2006 payroll. Commissioner Beck seconded. The motion carried.
The resolution states that the Commissioners can transfer $475.40 from their per diem account to the County Council’s account. Commissioner Beck and Commissioner O’Hair approved.
The report needed to be signed so that the health insurance consultant could get information for our renewal. Dennis O’Hair signed.
