The Putnam County Board of Commissioners met in special session on August 6, 2007 at 4:30 p.m. at the courthouse annex.

 

COMMISSIONERS BUDGET

Discussion was made about putting Tom Gilson’s position in the Courthouse budget.  It was decided to ask for his position to be moved so it would be more efficient and cost effective for the county.

 

Commissioner Warren said she would contact Marty Denton at HBG to discuss the 47 vehicles insured for the Sheriff’s Department.  They discussed possibly shifting the liability insurance from the Commissioners to the Sheriff’s budget.

 

HAZARDOUS WASTE

Discussion of not broadening the Hazardous Waste Fund ordinance because some entities may want to treat it as a revenue source.

 

EDIT DISTRIBUTION

Commissioner Warren explained the spreadsheet on EDIT distribution.  Commissioner Baird feels very strongly in supporting economic development and bringing diverse industry into Putnam County.  The City of Greencastle has the infrastructure.  Commissioner Warren would like to see us focus on possibilities of getting infrastructure in the county.

 

Commissioner Baird would like to see some money spent on the steel bridges.  He suggested displaying them somewhere as a source of revenue.  Commissioner Warren suggested putting some money into the Economic Warchest for special projects.

The Commissioners decided to distribute the remaining $337,311.59 as follows:

Commissioner Warren asked Attorney Scott Hoff to prepare a Capital Plan for their next meeting.

 

BUDGET PROCESS

Commissioner Baird feels that the Board of Commissioners should play more of a role through the budget process when it comes to salaries and amount of staff in each office.  He believes that County offices should have their salaries to the Auditor prior to July 1st and then come before the Board of Commissioners so they may recommend to the Council.  Operating expenses will still need to be to the Auditor by August 1st.  Deputy Auditor Carrie Boling is to inform the Auditor of the new procedure so she can put it in place for 2009 budget.

The Putnam County Board of Commissioners met in regular session on August 6, 2007 at 6:00 p.m. at the courthouse annex.  The pledge to the flag was given.

 

CROSSROADS ARENA UPDATE

Don Gedert gave an update on the roads near the Crossroads Arena and that construction had started on the building.   

 

EOC FINANCING

Lauren Mathis with Umbaugh gave a brief update on local banks issuing bonds without any property tax backup.  Old National Bank’s rate is less than by 1%.  She felt it was unnecessary for the county to use property tax backup.  She handed out a worksheet of Historical Hazardous Waste Transaction Receipts & Disbursements.  They can only spend 10% of these funds per year.  There is a Bond Ordinance to go before the Council.

  

Commissioner Beck asked Ms. Mathis why the banks did not want to know how much money they had coming in per year.  She answered they wanted to know how much was left in there because they were only allowed to spend 10% of the balance.  Attorney Scott Hoff said he would speak to Tom Pittman with Baker & Daniels.

 

PROPERTY TAXES

Kenneth Gibson asked what part of the property tax money did the Commissioners control.  Commissioner Warren explained that the Commissioners control none of it, the Council controls about 5% of it. Mr. Gibson asked what Greg Arnold’s job was.  Commissioner Warren replied that Mr. Arnold’s job was the Marion Township Trustee and he was in charge of personal property and poor relief.  Mr. Gibson explained his discouragement with Nancy Dennis and Wanda O’Neal, and wanted to know how to remove Mrs. O’Neal from her position.   Commissioner Warren replied that the Mrs. O’Neal was an elected official.  The only way to remove is through impeachment.  The Commissioners had no authority to fire the Assessor or her staff.

 

Mr. Gibson also asked why the meals and textbooks cost more at different schools.  Commissioner Warren replied that the school board makes those decisions. 

 

ATV

It seems that there was miscommunication somewhere.  The ordinance presented to the Commissioners at the last meeting was for only crossing the roads.  However, that is not what they want. They want to be able to travel the county roads.  The Commissioners tabled until their next meeting.

 

MID AMERICA ELEVATORS

Commissioner Beck made the motion to give tentative approval for Mid America Elevators at $145 a month pending changing the contract from three years to five years.  Commissioner Baird seconded.  The motion carried.

 

BID CONTRACTS

911 Director Dave Costin presented bid contracts.  Revisions need to be made regarding when payments are due.  From now Article 11.5.2 will read 60 days. 

 

SEPTIC LINE

Commissioner Beck made the motion to give verbal approval to pursue DePauw.  Commissioner Baird seconded.  The motion carried.

 

RESOLUTION 2007-08-06

Commissioner Baird made the motion to approve the resolution regarding the reimbursement of $463,000 from proceeds of a proposed issue of bonds.  Commissioner Beck seconded.  The motion carried.

 

CLAIMS REGULAR & EMERGENCY

Commissioner Beck made the motion to approve claims.  Commissioner Baird seconded.  The motion carried.

 

HERITAGE LAKE

Harold Paetow thanked the Commissioners and Highway Superintendent Dave Sutherlin for the improvements to the roads at Heritage Lake.  

 

PAYROLL

Commissioner Beck made the motion to approve July 27, 2007 payroll.  Commissioner Baird seconded.  The motion carried.

Commissioner Baird made the motion to approve July 16, 2007 minutes.  Commissioner Beck seconded.  The motion carried.
