The Putnam County Board of Commissioners met in regular session on July 3, 2006 at 6:00 p.m. at the courthouse annex. The pledge to the flag was given.
Steve Luther from Beam, Longest and Neff handed out the correct invoice for the Manhattan intersection project. It was an error on their part and it is not to be paid.
Steve Luther asked Commissioner O’Hair if they have had correspondence with INDOT about switching funds from Bridge 45 to Bridge 10. Mr. O’Hair replied that they have not.
Steve Luther said that Highway Superintendent Dave Sutherlin had not yet received the plans for Bridge 146. Commissioner O’Hair asked the opinion of the Board if they wanted Steve Luther to be the spokesperson for the county concerning this project. Commissioner Warren said that Mr. Luther knows the language and the ins and outs of the project. Commissioner Beck also agreed this would be a good idea because there was $93,000 involved. Commissioner O’Hair asked Attorney Tim Bookwalter if they needed an affidavit to make him the spokesperson. Mr. Bookwalter reminded him that a motion had been made at a previous meeting to take care of this.
Steve Luther wanted the Board to know that he was still working on getting the plans for Bridge 159.
Director of Greencastle Parks and Recreation Rod Weinschenk asked permission to install a basketball goal. The purchase, installation and maintenance would be at the city’s expense. They are looking to place it at the northeast corner of the parking lot. Mr. Weinschenck informed the Commissioners since the county owns the property they would be responsible for any insurance liability. Commissioner Beck asked Tim Bookwalter about the liability. Mr. Bookwalter said it should not increase our liability insurance. Commissioner O’Hair does not have a problem with it but there has been an increase in vandalism. Commissioner Warren said Dave Denny, annex custodian, was in the Auditor’s office complaining about running kids off and them shouting obscenities. The Sheriff’s Department suggested posting “no trespassing” signs. Tim Bookwalter suggested asking the Greencastle Police Department to patrol more. Commissioner Warren asked Tim Bookwalter if posting these signs and patrolling more would help with the vandalism.
Mr. Bookwalter agreed. Commissioner Warren made the motion to approve the basketball goal. Commissioner Beck seconded. The motion carried unanimously.
Executive Director Bill Dory passed out an overview of the Greencastle/Putnam County Development Center. It stated their history, mission, goals and accomplishments. There is also a brief outline of some of the benefits to the county provided by their organization. Such as ongoing work, telecommunications, workforce development, recent investment projects and general community support.
Commissioner Beck asked what was happening at the ethanol plant. Mr. Dory said they are working on it, but he cannot go into details in a public meeting. Commissioner O’Hair said the Commissioners requested this information because they will be looking into the 2007 budgets soon. Mr. Dory says they try very hard to promote Putnam County.
Lauralee Baugh said a group of 20 4Hers are leaving for West Virginia. They are ready for the 4H fair and they have more exhibits this year than ever. They are looking forward to the Banners Fair Edition. The Fair Board opted this year to change the fair book and they are hoping to have completed by the end of this week.
Lauralee Baugh introduced a couple of their Junior Leaders. Grace Aker and Audra Timm both South Putnam students.
County Home Matron Shirley VanHook said they need a vehicle for the county hom. Commissioner O’Hair asked her to get a proposal together and they would look at it. Mrs. VanHook said Sheriff Frisbie and Planning Director Kim Hyten were both looking for a vehicle for them. Commissioner O’Hair suggested she call Sheriff Frisbie and remind him because they would soon be taking a 1998 Ford Taurus out of commission.
A concerned citizen from Heritage Lake reported vandalism at lake and they are concentrating on their Neighborhood Watch. Tim Bookwalter said he had heard from Sheriff Frisbie about some of the boats being cut loose from their docks. Commissioner O’Hair asked if the POA has any plans to do anything with the money they get from the residents. He said not that he knows of. Commissioner O’Hair reminded him that Heritage Lake and their docks are private property.

Commissioner Warren made the motion to approve payroll. Commissioner O’Hair seconded. The motion carried unanimously.
Commissioner Warren made the motion to approve claims. Commissioner Beck seconded. The motion carried unanimously.
Commissioner Warren made the motion to approve and sign the annual Congressional School Report. Commissioner Beck seconded. The motion carried unanimously.
Commissioner Beck made a motion to discuss the EDIT plan at their August 7th, 2006 meeting. Commissioner Warren seconded. The motion carried unanimously.
Commissioner Warren made the motion to adjourn. Commissioner Beck seconded. The motion carried unanimously.
