COMMISSIONERS MEETING

REGULAR SESSION

The Putnam County Board of Commissioners met in regular session on July 2, 2007 at 6:00 p.m.  The pledge to the flag was given. 

 

HIGHWAY

Highway Superintendent Dave Sutherlin is requesting to purchase a rollback trailer from MacAllister for $28,000.  He is asking to finance it for two years instead of taking the money directly from their budget.  After some discussion, Commissioner Beck asked if he could bring it back to their July 16th meeting. 

 

BRIDGE 114

E & H Bridge is proposing $66,728.24 to replace the concrete bridge.  Construction could start on Monday.  Commissioner Baird made the motion to approve.  Commissioner Beck seconded.  The motion carried.

 

ASPHALT MATERIALS

Jay Longenecker from Asphalt Materials explained the different ways of resurfacing a road.  Chip seal could be done for $0.60 a square yard, slurry seal for $1.50 a square yard and micro surfacing for $1.75 a square yard.  A project like Manhattan Road could really benefit from being resurfaced because it had been 13 years since it had been done.  Commissioner Warren asked Highway Superintendent Dave Sutherlin to get her some numbers for doing the roads they have been looking at.

 

CROSSROADS HORSE ARENA

Don Gedert presented tree removal estimates for County Road 925 South.

Don Gedert said that all four companies submitting bids could furnish insurance information.  The clearing will be within 10 feet of both sides of the road. 

Commissioner Beck made the motion to take under advisement until the next meeting.  Commissioner Baird seconded.  The motion carried.

 

The Commissioners asked the Auditor to make copies of the estimates and put them in their packets.

 

EOC TOWER BIDS

911 Director Dave Costin had Jim Willison from Advance Communications explain the tower vendor comparison list.  They are both endorsing Allstate with two additional mounting ladders and two ice bridges for a cost of $89,635.  Commissioner Baird asked how the pier would be anchored to the pad.  Mr. Willison said that the pier would be anchored with one pore.  The tower would be 250 feet tall and would be able to handle 120 mile an hour winds.  Commissioner Beck made the motion to approve Allstate at $89,635.00.  Commissioner Baird seconded.  The motion carried.

 

EOC GROUNDBREAKING CEREMONY

911 Director Dave Costin wanted to remind the Commissioners of their ground breaking ceremony set for Thursday, July 5, 2007 at 6:30 p.m.

 

DEPARTMENT OF FORESTRY

Allen Royer from the Department of Forestry is requesting to rent office space at the annex.  Dan Hertz with DNR said they are looking to relocate five offices within the state.  Commissioner Warren asked what percentage of work he does within Putnam County.  Mr. Royer said that he works in four counties:  Hendricks, Vermillion, Parke and Putnam.  50% of his work is done in Putnam County. 

 

Commissioner Warren said that Soil & Water is also looking to rent space at the annex because their current office space is looking to double.  Commissioner Beck asked if they are requesting free rent space or if they are willing to pay.  Mr. Hertz said they are looking for the lowest rent possible.  Commissioner Warren asked how soon they were looking to move.  Mr. Hertz replied that it would take 60-90 days after receiving state signatures.  He stated that no renovations would be needed, just high speed internet at their cost.

 

Commissioner Baird made the motion to give tentative approval for ˝ a classroom pending they can come to an agreeable understanding. Commissioner Beck seconded.  The motion carried.

 

MID-AMERICA ELEVATORS

Mike Bear has done elevator service since 1997.  He used to work for AMCO, who currently has the county’s elevator contract.  Mid-America’s monthly rate is $145 and with his contract you can cancel, just give a 30 day notice if not satisfied.  He currently works with Dr. Elliot’s office, Tim Gierke’s apartments, and Furniture Awarehouse.

 

HEALTH DEPARTMENT EMPLOYEE CONTRACT

Dr. Heavin & Beth Glaze presented a revised contract for Holly Wood. Ms. Wood will go from full time to part time.  Commissioner Beck made the motion to approve.  Commissioner Baird seconded.  The motion carried.

 

COUNTY ROAD 950 SOUTH

Bob Nichols handed out some information regarding his request to close part of county road 950 south.  Discussion was made for Attorney Scott Hoff to draw up some paperwork to get the road closed and vacated.  Highway Superintendent Dave Sutherlin said he could go ahead and put up a sign saying the road was closed.

 

HERITAGE LAKE POA

Harold Patow would like to invite the Commissioners to meet with the Heritage Lake POA and exchange some information.  Commissioner Beck asked why they could not attend one of their Commissioner meetings. 

Mr. Patow said the POA would like for them to visit Heritage Lake and see all of the changes.  Auditor Stephanie Campbell mentioned that if two or more Commissioners gathered, then it would have to be advertised for a legal meeting.  Commissioner Beck said he and Highway Superintendent Dave Sutherlin could try to attend the August 27th POA meeting at 6:30 p.m.   

 

COUNTY WEBSITE

Harold Patow wanted to update the Commissioners on a new emergency feature on the county’s website.  A boil order was in effect for Cloverdale and the county is the first to have such an emergency feature for a website.

 

TOPPER WAY SUBDIVISION

A replat of 6.04 acres for Topper Way.  Commissioner Beck made the motion to approve.  Commissioner Baird seconded.  The motion carried.

 

CLAIMS REGULAR & EMERGENCY

Commissioner Beck made the motion to approve claims.  Commissioner Baird seconded.  The motion carried.

 

PAYROLL

Commissioner Beck made the motion to approve June 29, 2007 payroll.  Commissioner Baird seconded.  The motion carried.

 

MINUTES

Commissioner Baird made the motion to approve the minutes for February 5th and 19th, March 5th, 14th & 19th, April 2nd & 16th, May 7th, 10th & 21st.  Commissioner Beck seconded.  The motion carried. 

 

BRIDGE 199

Commissioner Warren made the motion to approve a letter of assurance for Bridge 199 right of way.  Commissioner Beck seconded.  The motion carried.

 

EDGLEA SEWER COMMITTEE

Alan Barber was the representative for property owners in Edgelea.  He said after engineering studies the best solution was to use the city sewage plant.  The subject had halted due to the city’s lack of capability of handling the bond. Commissioner Beck asked Alan Barber if the engineers know where all of the surface drains are.  Mr. Barber said he believes they do.  Estimate at the moment is $8,300 per house. 

 

Linda Katula said they could put the Commissioners in touch with Dick Wagle.  The engineer could go over the specifications of the tiles and the project. 

 

Commissioner Baird said that he and Highway Superintendent Dave Sutherlin visited the subdivision and part of it does not have the proper drains.  Commissioner Baird is willing to look at this. Commissioner Beck asked if they had a drawing.  Linda Katula said yes, a simple one.  She does not think the tiles were ever checked. 

 

After some discussion, it was decided that Mr. Sutherlin and Commissioner Baird would go back and research to see what they can come up with.  Commissioner Baird asked Linda Katula to give copies of anything they could get to Commissioners Beck and Warren.  

Commissioner Beck made a motion to table until their next meeting.  Commissioner Baird seconded.  The motion carried.

POLICY MANUAL

The Commissioners are asking Attorney Scott Hoff to review the current policy manual and suggest any updates.  They would like to have a new up to date manual by January 1, 2008.  Commissioner Warren made the motion.  Commissioner Baird seconded.  The motion carried.

 

AGRICULTURE ECONOMIC DEVELOPMENT

Billy Dory gave an update on the Agriculture Economic Developmental Action plan.

 

SPECIAL MEETING

A special meeting to be held July 16, 2007 at 4:15 p.m. to discuss the budgets and miscellaneous issues.
