The Putnam County Board of Commissioners met in special session on June 27, 2007 at 1:30 p.m. at the courthouse annex.
EMERGENCY OPERATION CENTER (EOC)
Terry Burnsworth from Pyramid handed out a summarization sheet on the bids.

Commissioner Beck made the motion to approve all three bids for Bell, Walker, and Stresscore. Commissioner Baird seconded. The motion carried.
Terry Burnsworth handed out the Operations Center proposed schedule. He wanted to clarify since the amount is less than $100,000 it does not require a bond for the contractors.

Jim Willison and 911 Director Dave Costin opened quotes for the tower:

Terry Burnsworth said he would have his suggestions at the next Commissioners meeting. He asked the Commissioners to table the quotes.
Commissioner Beck made the motion to take under advisement until the July 2nd meeting. Commissioner Baird seconded. The motion carried.
Scott Hoff had Tom Pittman with Baker Daniels and Jason Similar with Umbaugh come to the meeting today. Mr. Pittman said a bank loan or note is not authorized by Indiana law. He feels that DLGF would have a problem with the county asking for a bank loan. Mr. Similar agreed with everything Mr. Pittman said.
Commissioner Warren asked how much longer it would take to do lease financing. Mr. Similar said the jail is a lease, so it would not count against our indebtedness.
Commissioner Baird asked for them to factor in some type of safe guard. He asked if the county could comply with all of the safe guards and comply with the bank. Underwriters fee would be about 1% of the bond or lease amount.
Commissioner Baird asked about a 30 day late fee that is written in Mr. Pittman’s contract. Mr. Pittman said that it is not a problem it would be paid at the time of the bond. Commissioner Baird asked how much do you expect for travel, and Mr. Pittman replied about $1,000. Commissioner Baird also asked who will do the comparisons for it without a tax backup. Mr. Similar said he would with Mr. Pittman. Mr. Similar also said he would contact the local banks.
Mr. Burnsworth asked Mr. Pittman what kind of time frame, and he said at least 4-6 months with tax backup, 6 months for a lease and 2 months for reviewing bond issue.
Commissioner Baird asked about any exit. Scott Hoff said each company will submit bills that had been done to current. We would pay Mr. Pittman and Mr. Similar an hourly fee for the work they had done.
Commissioner Baird made the motion to approve Baker & Daniels and Umbaugh. Commissioner Beck seconded. The motion carried.
