The Putnam County Board of Commissioners met in regular session on June 18, 2007 at 6:00 p.m. at the courthouse annex. The pledge to the flag was given.
BRIDGE 114
Highway Superintendent Dave Sutherlin passed out information on a new type of bridge. Bridge 114 was closed for a day after a hole formed on the deck of the bridge.
CROSSROADS HORSE ARENA
Don Gedert reported that the financing has been approved and they are moving forward with the project. They are currently working on the bonding issue for the TIF district. He hopes to be back in two weeks with bids to remove the trees, then two weeks after that with road information.
BRIDGE 10
Steve Luther from Beam, Longest and Neff reported that the project is on hold for the moment. The Commissioners should be receiving a letter stating funding should be put back into the bridge.
BRIDGE 159
Steve Luther from Beam, Longest and Neff received a letter from the State Historical Preservation Officer and everything was approved. He would like to receive additional federal funding.
DUNBAR ROAD
Steve Luther from Beam, Longest and Neff reported that INDOT came down and discussed different possibilities. Mr. Luther believes that INDOT is waiting to hear from the Commissioners on how to proceed. Commissioner Baird thought they were waiting on the reengineering. Mr. Luther said the reengineering is up to the county. Commissioner Warren said they need further discussion.
FLOOD PLAIN ORDINANCE
EMA Director Kim Hyten discussed the flood plain ordinance and stated it needed to be updated by August 31, 2007.
SMOKE DETECTOR TEST REPORT
EMA Director Kim Hyten handed out the smoke detector test report. Everything passed inspection.
COURTHOUSE ELEVATOR MAINTENANCE
EMA Director Kim Hyten reported that the current contract will expire July 1st and bids have been submitted.
Amco Elevator $148.00 per mo. 5 year auto roll with 90 days notice.
Mid-America $145.00 per mo. 3 year auto roll with 90 days notice.
Kone $118.00 per mo. 3 year auto roll with 90 days notice.
Commissioner Beck gave tentative approval for Amco pending legal approval from Attorney Scott Hoff. Commissioner Baird seconded. The motion carried.
REGIONAL PUBLIC SAFETY TRAINING FUND GRANT
John Shafer explained that this is the same sub-grant that has been done before. This grant is for a whole year and that is why the amount is more. Commissioner Beck made the motion to approve the $120,796 grant. Commissioner Baird seconded. The motion carried.
MEMORANDUM OF UNDERSTANDING
EMA Director Kim Hyten explained that the MOU is between the Commissioners and the City of Greencastle Fire Department.
The fire department is looking at property south of the firing range to be utilized for fire training. Attorney Scott Hoff would like to add “county as a whole” to the MOU under Section 2b.
Fire Chief Bill Newgent explained the need for this training facility. He is asking the Commissioners for permission to place props on this land. Mr. Newgent said that DePauw University is willing to put a tap on the fire hydrant.
Commissioner Baird made the motion to approve with the amendment that Scott Hoff called for in Section 2b. Commissioner Beck seconded. The motion carried.
COUNTY HOME APPLICATIONS
Matron Shirley VanHook addressed previous questions about the submitted applications. Commissioner Beck made the motion to approve the two applications. Commissioner Baird seconded. The motion carried.
911 HAZMAT
911 Director Dave Costin explained that he is seeking tentative approval for EOC financing. The additional appropriation for $443,000 will get the EOC project funded for the next few months until financing can be determined. The financing will reimburse the fund. The concept has already been approved by the Hazmat committee.
Commissioner Beck made the motion to give tentative approval pending advertisement and approval by County Council. Commissioner Baird seconded. The motion carried.
ATV
Commissioner Baird told a member of the audience that Montgomery County is in the process of doing it and he wants to wait to see how theirs works. Commissioner Warren said we would need to weigh the pros and the cons. She would like as much information as possible. The last time this was discussed the Sheriff and policeman were against it for safety reasons.
The gentleman in the audience asked about 4 Arches Road and how to fix it. Commissioner Baird said they are waiting on figures to fix it. The gentleman asked about putting down some calcium chloride for safety reasons. Commissioner Warren suggested that he speak with Highway Superintendent Dave Sutherlin to see how long it will take.
EXTENSION OFFICE
Lauralee Baugh said that 12 of her 4-Her’s worked closely with Jim Smith from the County Highway to re-stripe the parking lot. She suggested that the Commissioners take a look at their hard work.
HERITAGE LAKE
Don Beers a resident of Heritage Lake discussed the roads at Heritage Lake. He reported that since they were the second largest tax revenue in the county he would like to see the roads fixed. Commissioner Beck explained that money collected from property taxes does not go towards fixing county roads. The money for roads comes from the gax tax. Commissioner Warren explained that they look at long range plans, traffic count, conditions of roads, and the county as a whole.
BZA APPOINTMENT
Commissioner Beck made the motion to appoint Lora Scott to the BZA. Commissioner Warren seconded. The motion carried.
ANIMAL ORDINANCE
Attorney Scott Hoff would like to take the USDA ordinance and bring it back before the Commissioners.
EOC FINANCIAL ADVISOR
Commissioner Baird made the motion to table until the June 18, 2007 meeting. Commissioner Beck seconded. The motion carried.
PAYROLL
Commissioner Beck made the motion to approve June 15, 2007 payroll. Commissioner Baird seconded. The motion carried.
WCSWD
Commissioner Beck reported that the WCSWD would like to move their yard waste site. The Commissioners would like to see the county’s name added to it. Putnam County/Greencastle Yard Site.
