COMMISSIONERS MEETING

REGULAR SESSION

MAY 1, 2006 AT 9:00 A.M.

The Putnam County Board of Commissioners met in regular session on May 1, 2006 at 9:00 a.m. at the Courthouse Annex.  The pledge to the flag was given.

 

HIGHWAY

Jim Smith, Putnam County Sign Technician, has a contract with Fillmore to repair signs.  Fillmore will take care of labor and material.  He will do it on a Saturday and not during Putnam County hours.  Commissioner Beck made the motion to approve.  Commissioner Warren seconded.  The motion passed unanimously.

 

BRIDGE 159

Commissioner Warren asked to put a sign up on the bridge asking people not to trespass until it has been rehabilitated for safety reasons.   Commissioner Warren made a motion to approve.  Commissioner Beck seconded.  The motion passed unanimously.

 

BRIDGE 137 & BRIDGE 146

Both engineering firms are trying to get information since they were under funded for the project.  The cost has risen dramatically since first estimated years ago. 

 

GLEN FLINT SWIMMING ORDINANCE

Stan Wilson and Glen Edwards are afraid an accident will happen from the kids swimming in the lake.  They would like an ordinance passed to stop the swimming off the banks so the Sheriff and DNR can do something about the swimming.  Commissioner O’Hair asked Attorney Tim Bookwalter about the situation and he said he would research it with Robbie Cudnik, DNR and the Auditor for any old ordinances.  Commissioner Beck made the motion to table until the May 15th meeting.  Commissioner Warren seconded.  The motion passed unanimously.

 

NATIONAL POLICE WEEK PROCLAMATION

Laura Lee Baugh, Jerrod Baugh and Tom Sutherlin of the Putnam County Fraternal Order of Police were present to discuss May 14-20, 2006 as National Police Week.  They asked the Commissioners to sign a proclamation designating May 15th as Peace Officer’s Memorial Day.  Commissioner Warren made the motion to approve.  Commissioner Beck seconded.  The motion passed unanimously. 

 

WEBSITE UPDATES

Marilyn Bigelow said they had their meeting and all was going well except a complaint about the minutes not being updated past October 2005.  Auditor Stephanie Campbell corrected her by saying they were current for Commissioners and Council except for the Council’s minutes.

 

EXTENSION OFFICE

Laura Lee Baugh gave updates on 4-H.  There are 800 kids enrolled.  Jake Zarring is trying to get donations to help cover the premiums.  There are eight kids planning on going on the West Virginia trip.  She asked to use the other half of Room 4 at the annex when the Putnam County Museum moves out.

 

BILL HATFIELD COMPLAINT

Bill Hatfield has a major problem with the 911 dispatch.  A lot of Brazil kids are coming to Madison Township causing problems.  He has called 911 three different times and no one shown up.  He has spoke with Sheriff Mark Frisbie and never received the calls.  Mr. Hatfield feels that the 911 center has been blowing his calls off.  Mr. Hatfield said that we have a very good Sheriff’s Department.  Commissioner Warren said they would need to talk to the 911 Director, Dave Costin to gather information and see what was the problem.  Sheriff Frisbie has the dates and times of the calls.  Commissioner Beck made a motion for the Auditor to have Dave Costin contact Sheriff Frisbie regarding the matter and to have a report ready for the May 15th meeting.  Commissioner Warren seconded.  The motion passed unanimously.

 

MARCH 20TH AND APRIL 3RD MINUTES

Commissioner Beck made a motion to approve the minutes.  Commissioner Warren seconded.  The motion passed unanimously.

 

CLAIMS (REGULAR AND EMERGENCY)

Commissioner Beck made a motion to approve claims.  Commissioner Warren seconded.  The motion passed unanimously.

 

MAIL

1.  U.S. Army Corps of Engineers-Mill Creek Bridge Application

2.  Indiana Wireless Direct Network-Recommendations for E911 Program

 

The mail was acknowledged by the Commissioners.

 

APRIL 21ST PAYROLL

Commissioner Warren made a motion to approve.  Commissioner Beck seconded.  The motion passed unanimously.

 

CLOVERDALE VOTING AT TOWN HALL

Tim Bookwalter said the town needs a letter from the Commissioners saying that they would not be responsible for anything that would happen during the voting process.  Commissioner Beck made the motion to have the Auditor send a letter to the Town of Cloverdale.  Commissioner Warren seconded.  The motion passed unanimously.

Commissioner Warren made the motion to adjourn.  Commissioner Beck seconded.  The motion passed unanimously.
