COMMISSIONERS MEETING

REGULAR SESSION

APRIL 2, 2007 AT 2:30 P.M.

The Putnam County Board of Commissioners met in regular session on April 2, 2007 at 2:30 p.m. at the courthouse annex.  The pledge to the flag was given.

 

TRUCK BIDS

Highway Superintendent Dave Sutherlin handed out bids for new trucks.  Commissioner Warren wanted to check and see what the threshold was 75,000 or 100,000.  Mr. Sutherlin said he would wait and see what the outcome was.  Commissioner Beck made the motion to table until the April 16th meeting.  Commissioner Baird seconded.  The motion carried.

 

SHOW ARENA

Don Gedert discussed County Road 925 and Stardust Road.  The CSX railroad west of the show arena would be the only thing paved.  The only things left are side ditches and widening of the road.  Paving would be $205,000 and engineering fees are $62,000.  Other administrative costs and bond issues would be $354,000.  What Mr. Gedert is requesting from the County is preparation of road project and easement. 

 

Commissioner Baird asked about the bids for tree removal.  Mr. Gedert said he would bring them to the Commissioners for their approval.  Commissioner Warren discussed taking money from the Economic Development Income Tax or Warchest.  Commissioner Baird asked about the timeline and Mr. Gedert said they are anticipating it being done this season.

 

Commissioner Beck made the motion to go ahead with the project on County Road 925 South and to start construction of building before road is started.  Commissioner Warren seconded.  The motion carried.

 

HERITAGE LAKE

Heritage Lake Property Manager Charlie Beard would like to donate roadway for blacktop.  Maybe a couple of miles a year and he would just like the county’s blessing to work with Highway Superintendent Dave Sutherlin.  It would be on all drives and no cul-de-sacs.

 

HOMELAND SECURITY GRANT

EMA Director Kim Hyten discussed that the Homeland Security Grant was for fire training.  Commissioner Beck made the motion to approve.  Commissioner Baird seconded.  The motion carried.

 

PLANNING BOARD APPOINTMENT INTERVIEWS

Commissioner Baird asked Nancy Wells why she was interested in it.  Nancy Wells discussed her interest and that she has lived here for about 30 years and is on the school board and lives in Jefferson Township.  She would consider her school board appointment her first priority.  She does not feel that there would be any conflicts between the two boards.

 

Commissioner Warren made the motion to appoint Nancy Wells to the Planning Board.  Commissioner Baird seconded.  The motion carried.

 

COMMUNITY CORRECTIONS

President of Community Corrections Teresa Parrish informed the Commissioners of their move and would like to have their Adult Probation/SATP space back after they have moved out.  It would be used for an individual waiting area by IC code.  Commissioner Beck asked if the other room would be available for other people to use.  Teresa Parrish answered that it would be available.

 

BASKETBALL GOAL

Mayor Michael addressed the basketball goal needing to be set up.  Rod Weinschenk would like to put it up in the next few days.  Mr. Weinschenk said they would put it in and if the annex was ever built the city would remove it.

 

SMOKE FREE COMMUNITY

Mayor Michael and Bob Sedlack put in an exclusion for private clubs except when public is present, which includes restaurants and bars.  Mayor Michael said this is something that the city has thought about or would be considered.  The City Council asked the mayor to ask the County if they were interested in making the county smoke free.

 

Dr. Heavin just pointed out it is still public rights verses health issues.  They are primarily talking about restaurants not cars or homes.

 

Commissioner Warren said she has heard a lot of feedback that we are infringing upon their rights.  Commissioner Beck said he has mixed emotions and feels like it is up to the restaurant owners.  Commissioner Baird could take either side of the argument.  He is not opposed to seeing what happens with the city.

 

EXTENSION OFFICE

Lauralee Baugh would like for the 4-H Junior Leaders to repaint part of the parking lot green.  Commissioner Beck made the motion to approve.  Commissioner Warren seconded.  The motion carried.

 

PAYROLL

Commissioner Beck made the motion to approve March 23, 2007 payroll.  Commissioner Baird seconded.  The motion carried.

 

CLAIMS REGULAR & EMERGENCY

Commissioner Beck made the motion to approve.  Commissioner Baird seconded.  The motion carried.

 

MINUTES

Commissioner Warren made the motion to approve January 16, 2007 minutes.  Commissioner Beck seconded.  The motion carried.

 

BRIDGE 159

Commissioner Beck made the motion to approve no more than $15,000 for Beam, Longest & Neff for Bridge 159.  Commissioner Warren seconded.  The motion carried.

 

WORKMAN’S COMPENSATION CHECK

Commissioner Warren signed the Agreement to Compensation of Employee and Employer for Robert Neville.  Mr. Neville received a check for $148.89 for payment of wage loss benefits.
