The Putnam County Board of Commissioners met in executive session on May 2, 2005 at 4:30 p.m. at the annex to discuss personnel issues.

COMMISSIONERS MEETING

REGULAR SESSION

MAY 2, 2005 at 6:00 p.m.

The Putnam County Board of Commissioners met in regular session on May 2, 2005 at 6:00 p.m. at the Courthouse Annex.  The pledge to the flag was given.

 

HIGHWAY DEPARTMENT

Dave Sutherlin presented Ordinance No. 2005-5-2 for approval.  The ordinance reduces the speed on County Road 100 East from 45MPH to 30MPH.  Commissioner Beck motioned for approval.  Commissioner O’Hair seconded.  The motion carried unanimously.

 

HERITAGE LAKE ROADS

Dave Sutherlin gave his evaluation on the culverts and roads at Heritage Lake.  It would cost approximately $150,000.  The price is material only and does not include use of equipment, labor etc.  It would cover around twenty miles of road at Heritage Lake. 

  

Marilyn Bigelow asked how the funding looked for the county and Gene Beck said it did not look good.  After some discussion, Commissioner Beck said the only thing the county can do at the moment is patch the best they can.  Gene Beck and Dennis O’Hair asked Dave Sutherlin to have Radene Varvel look and see how many times Heritage Lake gave the county money for road repairs. 

 

BRIDGE 159

Steve Luther with Beam, Longest and Neff, Inc. gave the Commissioners some pictures taken today of Bridge 159.  The road will be closed until late September.  Mike Montag, inspector, was there to represent BLN. 

 

Mr. Luther said they had received a bill from Reelsville Water that was over $70,000 for the work they did on the bridge project.  The county had agreed to pay $22,970.  After some discussion, Commissioner Warren made a motion to pay $22,970 and submit with a letter from Timothy Bookwalter.  Dennis O’Hair seconded.  The motion carried unanimously.

 

Walt Prosser discussed the parking issue at the lower part of the north side of the creek.  Mike Montag said that a lot of land would be lost after everything is done.

 

Commissioner Beck mentioned that he and Commissioner Warren would be on Fox 59 News at 10:00 p.m. discussing Putnam County bridges.

 

MANHATTAN ROAD

Steve Luther said there is a slight distance problem.  LTAP came out to the site and did a review.  Mr. Luther has sent some plans to LTAP.  It would be around $160,000 for the project and that does not include roadway. 

 

DuNBAR ROAD

Steve Luther has met with two property owners.  He gave the Commissioners an update and some other possibilities for the road.  Commissioner O’Hair motioned to table until the next meeting.  Commissioner Warren seconded.  The motion carried unanimously.

 

E911 – POLICY MANUAL

Dave Costin, Director presented the policy manual for Putnam County 911 and informed the Commissioners that the Board has approved it.  Commissioner O’Hair motioned for approval.  Commissioner Warren seconded.  The motion carried unanimously.

 

EMA & PLANNING DEPARTMENT

Kim Hyten, Director introduced a letter for the NIMS Program.  Mr. Hyten needs to get a list from the Highway Department for foreman and supervisors.

 

ETHANOL PLANT ON COUNTY ROAD 800 SOUTH

Bill Dory with Greencastle/Putnam County Economic Development invited everyone to come to the opening of the new ethanol plant on County Road 800 South.  Discussion was made.   Mr. Dory gave the Commissioners a copy of an e-mail from Rob Fittro, Project Management Director.  It had several questions in regard to the traffic on County Road 800 and entrances to the ethanol plant site. 

 

COURTHOUSE

Kim Hyten said the courthouse passed the fire alarm inspection.

 

CITY WELL FIELD

Dennis O’Hair said he would sit on the Board for the water plant.

 

MCCLURE FUEL SPILL

Kim Hyten, EMA Director informed the Commissioners of a battle going on with McClure for payment of a hazardous material spill that occurred on April 8, 2005.  Mr. Hyten gave the Commissioners a copy of the invoice that was sent to McClure.  Commissioner O’Hair motioned for Timothy Bookwalter to pursue them for payment.  Commissioner Warren seconded.  The motion carried unanimously. 

 

HIGHWAY – DUST CONTROL

Commissioner Beck said the county will do dust control on county roads with calcium chloride or oil.  This will be a one time thing.  Persons interested will have to sign up at the Highway Department on a first come first serve basis.  May 31st will be the last day to sign up.  There is $30,000 budgeted for this.  The county will split the cost with the taxpayer for 300’ in front of their property.  Any more footage after that the taxpayer will incur 100% of the cost.

 

Commissioner Beck motioned for a five-minute break.  Commissioner O’Hair seconded.  The motion carried unanimously.

 

At 7:20 p.m. the meeting resumed.

 

VAN BIBBER LAKE – POSSIBLE INCORPORATION

Mike Wilson, William Jennings and Marie Kalen were at the meeting representing Van Bibber Lake.  Mike Wilson, POA president, stated they were trying to form a town.  They have 100 signatures and a survey.  Ms. Kalen explained the paperwork that was handed out.  Mr. Wilson explained the boundary lines.  John Zeiner was asked about the boundary lines for Fillmore and how it was done.  Commissioner O’Hair asked about the talk of making a fire department away from the lake.  Mr. Wilson said that has been discussed.  Commissioner O’Hair said it should be presented to the fire department in Bainbridge. 

 

After some discussion Timothy Bookwalter said that he thought everything looked good.  Commissioner Beck asked how many permanent homes there were.  Mr. Wilson stated there were 486 permanent homes and that they wanted to change Van Bibber’s name.  The Commissioners told them good luck in trying to form a town.

 

COMMUNITY CORRECTIONS

Jamie France, Director presented a grant agreement for approval.  Commissioner O’Hair made a motion to approve.  Commissioner Warren seconded.  The motion carried unanimously. 

 

GREENBRIAR SUBDIVISION

Dr. Heavin and Paul Cummins with the Health Department discussed a handout and a recent survey regarding the subdivision’s septic problem.  Dr. Heavin discussed the two failing septic systems and the others that could be soon. 

 

Dr. Heavin said the city has said that 100% of the residents would have to be hooked up to the city sewer system and that Greenbriar would eventually have to be annexed into the city.  Along with being hooked up to city sewer they would also have to be hooked up to city water.  Dr. Heavin said that most residents are already hooked up to city water. 

Dr. Heavin said that 10 out of 34 residents voted for annexation. 

 

Dr. Heavin said he would like to be consistent with Edgelea.  Mark Wilson asked what kind of policies would be done.  Dr. Heavin said everything would have to be approved through the Board.  Mark Wilson asked for help as to what he should do.  Discussion was made. 

Commissioner Beck feels the city could help out more.  He does not want the people that are not having problems to be hurt; however, he feels bad for the ones it is hurting because their septic system have failed.

 

Commissioner Warren said she has had several visits and calls from concerned people.  A lot of people are worried about having their property taxes go up if they were annexed into the city and they were worried about the sewer bill.  They cannot afford another bill. 

 

Commissioner O’Hair did not feel that he could support this and the extra costs.  Commissioner Warren said she would talk to the mayor and see if they could work something out and lower the prices.  They will try to have a decision at the next meeting.

 

NATIONAL POLICE WEEK PROCLAMATION

Laura Lee Baugh presented the Commissioners with a proclamation to make the week of May 15th through the 21st National Police Week.  Commissioner Warren made a motion to approve.  Commissioner O’Hair seconded.  The motion carried unanimously.

 

LIBRARY BOARD APPOINTMENT

Bonnie Nealon was up for reappointment on the Putnam County Library Board.  A letter was presented stating Ms. Nealon’s interest in being reappointed.  Commissioner Warren made a motion to approve.  Commissioner O’Hair seconded.  The motion carried unanimously.

 

475 WEST

Timothy Bookwalter gave the Commissioners Ordinance No. 2005-5-16 to be advertised and send notice.  Commissioner O’Hair motioned for approval.  Commissioner Warren seconded.  The motion carried unanimously.

 

APRIL 22, 2005 PAYROLL

Commissioner Warren made the motion to approve.  Commissioner O’Hair seconded.  The motion carried unanimously.

 

CLAIMS

Claims were motioned for approval by Commissioner O’Hair.  Commissioner Warren seconded.  The motion carried unanimously.

 

BANNERS ON THE COURTHOUSE

The Commissioners were asked if it would be okay to hang red, white and blue banners on the courthouse for the 100th celebration of the courthouse.  The Commissioners gave their approval. 

 

FSSA CONTRACT

The FSSA contract was signed. 

 

COMMISSIONERS MAIL

The mail for the Commissioners was acknowledged.

 

AUDITOR’S OFFICE

The Auditor’s Office asked for permission to rehire the vacant tax deputy position.  Commissioner O’Hair motioned for approval.  Commissioner Beck seconded.  Commissioner Warren abstained.  The motion carried.

Commissioner Warren motioned to adjourn the meeting.  Commissioner O’Hair seconded.  The meeting was adjourned.
