COMMISSIONERS MEETING

REGULAR SESSION

APRIL 4, 2005 at 6:00 P.M.

The Putnam County Board of Commissioners met in regular session on April 4, 2005 at 6:00 p.m. at the annex.  The pledge to the flag was given. 

 

BRIDGE 159

Steve Luther, Beam Longest & Neff, Inc. stated the bridge has made progress.  Tim Bookwalter stated that the Mayfield & Burke trial is coming up for the right-of-ways needed for the bridge.

 

BRIDGE 11

Gene Beck asked Steve Luther to give an estimate on the bridge.

 

AUDITOR’S OFFICE

Stephanie Campbell asked permission to fill the vacant payroll position in her office.  Dennis O’Hair made a motion to approve.  Gene Beck seconded.  Kristina Warren abstained.  The motion carried.

 

BUDGET CUTS

Discussion was made with all that was present that any department who can raise fees needs to.  The county needs to bring in additional revenue.

 

public defender contracts

Per the request of the Auditor, Judge Lowe wanted to address the issue of the part-time Public Defenders receiving PERF & health insurance.  The policies as they are do not allow for part-time employees to receive benefits.  Judge Lowe stated he needed clarification so the policies can be changed to correct this issue.  Tim Bookwalter will refurbish the PERF policy but the health insurance should be fine because the Commissioners approved it.

 

Payroll & Claims

Payroll & claims was presented for approval.  Kristina Warren made a motion to approve.  Gene Beck seconded.  The motion carried unanimously. 

 

PROBATION MEETINGS HELD AT ANNEX

The Commissioner’s asked to speak with Renee Marsteller & Teresa Parrish concerning the night and Saturday classes they hold.  Dave Denny had informed the Commissioners that he was concerned about the supervision and behavior of the attendants of the meetings due to the restrooms being left very disorderly.  Ms. Marsteller stated she and Ms. Parrish go into the restrooms and check them after the kids are done using them.  They felt it was other classes that were causing the problems.  Kristina Warren stated she would speak with Dave Denny.  Kim Hyten gave his opinion of what he thought Dave’s concerns were and made a few suggestions.

 

911 ADVISORY COMMITTEE ORDINANCE Amendments

Dennis O’Hair motioned for approval of 911 Advisory Committee Ordinance – NO. 12-30-91 Amendment.  Kristina Warren seconded.  The motion carried unanimously.  Appointments are to be:  Doug Nally & Todd Schedron.  Gene Beck motioned for approval.  Dennis O’Hair seconded.  The motion carried unanimously.

 

ORDINANCE NO. 2005-4-4

Ordinance NO. 2005-4-4 allows the Putnam County Auditor to raise the fee per deed or legal description contained in the deed from $3.00 to $5.00.  Kristina Warren motioned for approval.  Dennis O’Hair seconded.  The motion carried unanimously.

 

ORDINANCE NO. 2005-4-4-1

Ordinance NO. 2005-4-4-1 allows the Putnam County Website to sell sponsorship pages on the website to private individuals or entities.  The price will be $52 annually (one dollar per week)  Gene Beck motioned for approval.  Kristina Warren seconded.  The motion carried unanimously.

 

ORDINANCE NO. 2005-4-4-2

Ordinance NO. 2005-4-4-2 is a Retail Food Establishment & Bed and Breakfast Establishment for the Putnam County Health Department.  Kristina Warren motioned for approval.  Dennis O’Hair seconded.  The motion carried unanimously.

 

EMA & PLANNING DEPARTMENT

Kim Hyten, Director handed newsletters and flyers out regarding land use and planning.  Mr. Hyten presented an ordinance to amend Putnam County Ordinance NO. 1999-4-5, ordinance to amend Putnam County Code Chapter 107 – Zoning Ordinance and an ordinance to amend Putnam County Code Chapter 102 – Subdivision Control Ordinance.  These ordinances will go before the Zoning Board to be approved.

 

Mr. Hyten received a letter from the City of Greencastle regarding the DePauw Nature Park.  The letter was to inform Mr. Hyten that Schneider Corporation will be burrowing under West Walnut Street for utility connections.  Mr. Hyten stated they would be on the north side of the street. 

 

Dennis O’Hair asked if the Planning fees were comparable to other counties.  Tim Bookwalter stated he would look over the fees.  Mr. O’Hair asked Mr. Bookwalter to look at the letter concerning the Nature Park.  He feels there are some inconsistencies between the different locations.

 

JUVENILE PROBATION

Judge Headley asked permission to hire a person for his office.  He had someone leave employment.  Dennis O’Hair made a motion to approve.  Kristina Warren seconded.  The motion carried unanimously. 

 

TITLE IV-D COMMISSIONER

Judge Headley presented a handout that explained what the Title IV-D Commissioner duties would be and why this position was needed.  The position would handle Title IV-D cases only.  The federal government reimburses the offices dealing with these cases up to 66% of expenses associated with this cause.  Judge Headley explained this position should be a 1099 contract position so that there would be no expense of benefits and the person must be a lawyer.  He stated it was a self-paying position and it has nothing to do with County General. 

 

Robin Goff, Title IVD Director, explained how the money would get reimbursed.  Discussion was made and the information was explained.  Dennis O’Hair stated he was happy to see they were trying to save the county money.  Kristina Warren made a motion to approve the position.  Dennis O’Hair seconded.  The motion carried unanimously.

 

REELSVILLE WATER

The Commissioners received a letter informing them that Reelsville Water Authority was being sued.  Tim Bookwalter said to give the letter to Steve Luther.  Steve Luther took the letter with him.  Kristina Warren motioned to acknowledge the mail.  Dennis O’Hair seconded.  The motion carried unanimously.

Gene Beck motioned to adjourn the meeting.  Kristina Warren seconded.  The motion carried unanimously.
